JAMMU, Sept 26: Union Home Minister Amit Shah today said the terrorists in Jammu and Kashmir will have to give up arms and surrender like North East if they want to come forward for talks otherwise the security forces will hunt them down.

Shah today addressed five massive public meetings at Chenani, Udhampur, Bani, Jasrota and Marh in Udhampur, Kathua and Jammu districts which will go to polls in third and final phase of the Assembly elections in the UT on October 1.
He completed all five rallies despite getting delayed at Chenani, the venue of first rally, due to bad weather conditions. His chopper was unable to land at Chenani and he had to travel from Udhampur to Chenani by road.
“Distance between Udhampur to Chenani is 32 kilometers and I thought it will take at least an hour in the travel by road, but I reached within 25 minutes. (Prime Minister) Narendra Modi has made the roads in these hills here like New Delhi and Gujarat,” he said.
Declaring that making Jammu and Kashmir terror-free is commitment of the BJP Government, the Home Minister said they (a reference towards National Conference and PDP) say the Government should hold talks with Pakistan.
“In North East 10,000 people have surrendered with arms. If they (the terrorists) here want talks, let them give up arms and surrender. Otherwise, our security forces will neutralise them,” Shah said.
He said the NC and the Congress provided protection to terrorism for 40 years…. “We have finished terrorism and opened new avenues of development for Jammu and Kashmir, which is marching forward along with the other parts of the country. We will not rest till terrorism is buried in pataal”.
Shah took National Conference and Congress to task for speaking against the Central rule and claiming that outsiders are ruling Jammu and Kashmir.
“I want to ask Farooq Abdullah who sent Sheikh Abdullah to jail on the charges of treason. It was Rahul Gandhi’s ‘grandmother’ (Indira Gandhi) who registered the case of treason against Sheikh. The Congress brought White Paper in the Assembly against Sheikh Abdullah but then took it back. The Congress withdrew but we will bring the White Paper to expose ‘black deeds’ of Abdullah Family in the Assembly,” the Home Minister declared.
Taking strong exception to Congress leader Rahul Gandhi’s allegations that outsiders are ruling Jammu and Kashmir which means the Lieutenant Governor, Shah reminded Rahul that it was his ‘grandmother’ (Indira Gandhi) and father (Rajiv Gandhi) under whose tenure, the President’s Rule was imposed for maximum time in Jammu and Kashmir.
“It is because of the mistakes of the father of Rahul’s grandmother (Jawahar Lal Nehru) that PoJK is today with Pakistan,” he said.
Shah said Farooq Abdullah should be ashamed for claiming that there is connivance between Army and terrorists. “Our jawans have protected Jammu and Kashmir by sacrificing their lives. Jammu and Kashmir people will give a reply to this”.
He said the victory of NC-Congress alliance will be the victory of Pakistan ideology.
“If the saffron party registers an electoral victory in the Union Territory, it will be celebrated across the country. If the NC-Congress alliance wins, there will be fireworks in Pakistan. Do you want Pakistan to celebrate?” he asked the gathering.
He said National Conference-Congress alliance would implement Pakistan’s agenda if it comes to power in the Union Territory.
He said whoever spreads terror in Jammu and Kashmir will get his answer at the gallows.
“I want to ask you whether (Parliament attack convict) Afzal Guru should have been hanged or not. The NC-Congress are now saying he should not have been hanged…,” Shah said.
“They want to release stone pelters and terrorists. Omar Abdullah gave up these dreams because you cannot do it. It is the duty of courts and we have enforced such laws that nobody will dare to hurl a stone anymore,” he added.
He said the BJP-led Centre will not allow even the “shadow of terrorism” over the hills of the Jammu region as it has taken concrete measures and strengthened the Village Defence Guards to counter the threat.
Shah said the world has its eyes on the Jammu and Kashmir election, which is taking place for the first time after the provisions of Article 370 of the Constitution were abrogated.
The Government led by Prime Minister Narendra Modi fulfilled the dream of BJP patriarch Syama Prasad Mukherjee in August 2019, when it abrogated Article 370, in line with his slogan — “ek desh me do vidhan, do pradhan aur do nishan nahi challenge.”
He alleged that the three “dynastic” parties pushed Jammu and Kashmir into terrorism and said as a result, 40,000 people were killed in 35 years and 3,003 days of civil curfew observed. But after the Modi Government came to power and Article 370 was abrogated, there is no stone-pelting, firing or bomb blasts, Shah said.
Referring to Congress leader Rahul Gandhi’s assertion that the INDIA opposition bloc will put pressure on the BJP regarding the restoration of Jammu and Kashmir’s Statehood after the election, Shah said, “Omar and Rahul are talking about Statehood. When I revoked Article 370, I made a promise of returning Statehood to Jammu and Kashmir immediately after the election.
“Modi has also promised it from his public rallies in Srinagar and Jammu. Statehood can only be restored by Parliament and Modi is ruling there,” he said. The Home Minister asserted that Statehood will be restored in Jammu and Kashmir and it will be done by the Modi Government.
Targeting the Gandhis, Abdullahs and Muftis, Shah said the three families ruled Jammu and Kashmir for 75 years but failed to strengthen democracy at the grass-roots level in the region.
“It was Modi who conducted the Panchayat and Local Body polls to give representation to 30,000 people unlike the three parties who were only concerned about 87 Assembly seats. We have put an end to corruption,” he said.
The Home Minister also slammed the NC and the Congress for talking about restoration of Article 370 and said even the next three generations of their leadership would not be able to fulfil this promise.
Shah said Article 370 was the biggest cause behind terrorism not only in Kashmir but in the Jammu region as well.
NC, Cong and PDP have talked about releasing stone pelters, dialogue with Pakistan and resumption of cross-border trade, he said, adding, This is not the Abdullahs’ rule, this is the Modi Government and no such thing will be allowed.”
Shah also slammed Gandhi for his reported remarks on the BJP’s defeat in Ayodhya in the Lok Sabha polls and said he should be ashamed as it was Modi who ensured a rightful place for Lord Ram inside a temple in Ayodhya after more than 500 years.
He said Modi provided justice to the Jammu region, which faced discrimination for 70 years, and ensured the inclusion of the Dogri language in the list of official languages. Shah said the Government has taken several concrete measures to ensure that terrorism does not rear its head in the region again.
Slamming the Congress, National Conference (NC) and People’s Democratic Party (PDP) over their poll promises, he said these parties are talking about releasing stone-pelters and terrorists from imprisonment, but “I want to tell them that the right place for terrorists is in jails and we cannot allow anyone to set them free”.
He said Abdullah is dreaming of becoming the Chief Minister of Jammu and Kashmir again. “After two phases of polling (on September 18 and September 25), the NC-Congress alliance has been wiped out. Come October 8, the BJP will form the next Government in Jammu and Kashmir,” Shah said.
The Home Minister took a jibe at Abdullah for contesting the election from two seats, after changing his decision not to enter the poll fray till Jammu and Kashmir continues to be a Union Territory, and said this is the outcome of fear.
“Under fear, he said he will not fight (polls) till Statehood is restored but changed his mind and announced his decision to contest the election from Ganderbal. Again, the fear of defeat made him file his candidature from another seat (Budgam),” Shah said.
The Home Minister promised a special recruitment drive for youngsters in Jammu and Kashmir and said “we want to arm our youngsters to safeguard the country”.
Shah said the National Conference (NC), Congress and People’s Democratic Party (PDP) are advocating talks with Pakistan.
“They want to do ‘ILU ILU’ (I love you) with Pakistan…. We will not talk to Pakistan and Prime Minister Narendra Modi has closed the cross-LoC trade that will not be resumed,” Shah said.
He said Jammu and Kashmir bled for 35 years due to terrorism but when Modi took oath as the prime minister in 2014, Pakistan was given a fitting reply for terror acts. “We finished terrorism by carrying out surgical strikes inside Pakistan in the aftermath of the Uri and Pulwama attacks,” the Home Minister said.
