JAMMU, Sept 2: It seems that the Jammu Power Distribution Corporation Limited (JPDCL) has haphazardly assigned additional charges to two In-charge Superintendent Engineers (SEs), placing them in areas where delivering quality service appears difficult.
According to an order issued by the JPDCL, Karam Chand, In-charge SE O&M Circle, JPDCL, Jammu, who is already holding the additional charge of Chief Engineer Project JPDCL, has been assigned the additional charge of SE O&M Circle Batote in Ramban district, in addition to his existing duties.
Similarly, Vijay Kumar Balmotra, In-charge SE JPDCL, Planning, who also holds the additional charge of SE O&M Circle Rajouri, has been given the additional charge of SE O&M Circle Kishtwar.
This arrangement by the JPDCL seems questionable, as it would be challenging for an officer based in Jammu, who is already handling the additional charge of Chief Engineer Project JPDCL or SE O&M Circle Rajouri, to effectively manage another position in Batote, which is geographically quite far from Rajouri.
It is also perplexing that, with the Model Code of Conduct in force, the Corporation choose to assign additional charges in this manner.
If filling a vacant post was so essential, the Corporation could have sought the concurrence of the Election Commission of India to promote the officers on a routine basis rather than assigning additional charges arbitrarily.
Notably, only one promotion order for seven Chief Engineers (CEs) has been issued so far, on August 23, 2024 with 10 vacancies in the region, while there are around 13 posts of SEs, 58 posts of XENs, and 104 posts of AEEs vacant in Power Development Department (PDD).
