SRINAGAR, Sept 5: The Committee of Experts (CoEs) on Dal lake has said that irregularities are main factors in delay in the rehabilitation and relocation of Dal dwellers and suggested probe by Anti-Corruption Bureau (ACB).
These issues which CoEs in a note have raised and submitted before the High Court are irregularities in plot allotments, sale in violation of assignment guidelines of rehabilitation of plots, the rehabilitee after sale of allotted plot becoming landless and returned to Dal banks as encroachers.
CoEs suggested for referring the cases of irregularities and graft around the Dal and pertaining to LAWDA where major irregularities are alleged to ACB for time bound enquiry. “Only when suitable penal action is taken against the errant officials in atleast a few cases the clean-up process will being and it will instill a sense of justice and confidence amongst the local population”, CoEs suggested.
Court after recordings these suggestion and issues referred by the CoEs in their Special Note said these are required to be examined and urgent efforts taken. Court directed the Vice Chairman LAWDA to place the Special Note and copy of court order before the Chief Secretary for consideration and sought Action Taken report on these suggestions before the court on next date.
The Special Note has also mentioned that low-lying and unsuitable land that has caused damage to the houses of rehabilitees as also the absence of adequate infrastructure, civic services and socio-economic development at the rehabilitation site are other factors in delay in the rehabilitation process.
After these loopholes in the rehabilitation process CoEs proposed certain action points before the court which include need of a special act or Ordinance for acquisition of land in and around the Dal-Nigeen lake.
“Based on the Act/Ordinance the Government should come up with a set of rules and guidelines carrying out acquisition and rehabilitation in a precise and professional manner” reads the special note.
It further suggests that the land acquisition may be assigned to a special team and completed based on a time-plan with the shortest possible timeline.
It has also been suggested for examining the last 3 decisions of HCLS by the ACB to detect irregularities and disciplinary action against officers posted in LAWDA against whom major allegations are pending may be completed by the disciplinary authority within shortest period of 2 months.
“The Government of J&K may through a quick investigation find out cases of amassment of unaccounted wealth or property disproportionate to income of officers posted in LAWDA over the 15 years and swift action in cases where irregularities are detected”, reads the note of CoEs.
